The concert reviews were more than enough confirmation that anytime Jay wants to take over Grand Park downtown Los Angeles, he is more than welcomed to shut it down. But, where there is good comes the bad and the city of Los Angeles is paying for it.

Jay Z teamed up with Live Nation for the summer fest and according to Billboard, LA Mayor Garcetti's team and Live Nation are responsible for 670K while the city owes 170K for concert expenses.
This large fee doesn't make Los Angeles residents too comfortable but, Garcetti made his rebutle in a press conference here.
